Do I Need a License to Ride an e-Bike in Southern California?
Good news — no license, registration, or insurance is required if your e-bike meets federal and California standards. You simply ride it like a regular bicycle.
Here’s what you do need to know:
Classification & Licensing Rules
Three classes of e-bikes are recognized in California:
Class 1: Pedal-assist only up to 20 mph—no throttle.
Class 2: Throttle-assisted up to 20 mph.
Class 3: Pedal-assist only, up to 28 mph—no throttle above 20 mph.
No driver’s license is needed for any class—just those standard safety and equipment rules.
Age & Helmet Requirements
Class 3 e-bikes: Riders and passengers must be at least 16 years old, and helmets are mandatory for all riders.
Class 1 & 2 e-bikes: No minimum age is set by state law, and helmets are recommended but not legally required for those 18 and older.
Where You Can Ride
Class 1 & 2: Permitted on bike lanes, multi-use paths, and many trails—unless local ordinance states otherwise.
Class 3: Allowed on streets and bike lanes, but generally not permitted on bike paths or trails unless local authorities approve it.
